Subject Matter Expert - Financial Management

ob Description Position Overview The Financial Management SME position will develop, independently or as work as a member of a team, course material for training in support of the Naval Air Systems Command Business Financial Management and Comptroller Community. Position will be required to use existing knowledge and skills in Department of Navy financial management processes for Appropriated Budgets and/or Navy Working Capital Fund (NWCF) Budget. This position may require SME to provide in-classroom expertise and or instruct classes within individual area of expertise. Primary/Major: Duties and Responsibilities (Essential Functions) Utilizing expert knowledge of the federal appropriation budget cycles, NWCF budgets, DOD PPBE process, and the Navy ERP accounting systems develop, refresh and validate new or existing course material in support of the NAVAIR/NAWC Financial Management and Comptroller community. Develop, refresh and/or validate new or existing course material using expert knowledge of the execution requirements of the appropriated budgets and/or NWCF budgets. Update course material utilizing current FMR, DOD and DON financial management policies as well as local business and financial management procedures, policies, and tool sets. Must be able to work independently with the customer in developing course content. Develop project schedule, delivery strategies, content and exercises. Position will be required to operate within established procedures. Participate in meetings on subject matter and provide expert advice and recommendations on course content based on relevant financial management policy and guidance. Collaborate with resident graphics experts to ensure formatting, content and display of material conforms to college standards. Coordinate and communicate with direct customers, stakeholders and Technical POCs. RequiredSkills Required Skills: Ability to apply theoretical and practical aspects of course material. Oversee practical work carried out by students and assist students at points of difficulty. Maintain classroom control during instruction and learning activities.  Ability to lecture, lead group discussion, orchestrate in-class exercises and coach as needed throughout class helpful but not required. Must be able to work independently with minimal guidance. On site office space will be available, but the employee must also be able to work from home as needed. Must be proficient in MS Word, PowerPoint, and Excel. RequiredExperience Please note that pursuant to a government contract, this position requires U.S. Citizenship status. Must be able to obtain and maintain at the minimum a SECRET Security Clearance. Must be able to obtain a Command Access Card and base access. Must have at least ten years of Department of the Navy Financial experience. Resume must clearly articulate prior assignments and the type and duration of financialexperience. Must be fluent in the English language and able to communicate complicated concepts to an English-speaking only audience comprised of mid to senior-level managers/leaders. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
