Individuals will be placed in the Naval Acquisition Development Program (NADP). The NADP is a structured management-training program including formal education, diverse rotational assignments, extensive on-the-job training, and graduate tuition assistance that is tailored to various acquisition career fields for up to three years. These positions are located throughout the U.S.; however a majority are located within the greater Washington D.C. metropolitan area, CA, WA, MD, VA, PA, NJ, RI and FL.
THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. Act as the AIR-4.0 authority to the project manager for the establishment of weight requirements and the execution of the weight control program to meet those requirements.
Evaluate proposed design changes to determine weight and balance the impact to complete tasks.
Approve flight clearances from a mass properties perspective to complete assignments.
Establish contractual mass properties guarantees, weighing schedules and mass properties data requirements to help with weight and balance control efforts.

IN ADDITION TO THE BASIC REQUIREMENT, YOU MUST HAVE THE FOLLOWING SPECIALIZED
Experience:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: 1) Identifying aerospace engineering problem areas as they pertain to vehicle mass properties;2) Evaluating aerospace engineering requirements impacts to vehicle mass properties;3) Resolving problems concerning mass properties of aircraft, space vehicles, land vehicles and ships;4) Executing knowledge of aircraft operational weight and balance;5) Providing recommendations concerning the design, rework, or repair of aircraft structures and vehicle systems (i.e. hydraulic, landing gear, flight controls, avionics, etc.)
and 6) Developing Action Plans, monitoring execution of task elements to completion, and providing appropriate reports to senior program and competency officials.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Facilities Engineering Career Field and be certified at Level II at the time of application.
