Job Description
This position supports tasking onsite at the Naval Air Systems Command, Patuxent River, MD. Candidate will apply system engineering principles, expertise and experience to WSI efforts for an ACAT 1 NAVAIR program. Candidate will be responsible for planning and executing Governmental oversight of a series of major DoD acquisition programs proceeding through all acquisition gates. As a result, candidate needs substantial experience with Systems Engineer Technical Review (SETR) process. Specific responsibilities include evaluating contractor plans, designs, analysis and products and providing Governmental leads detailed systems engineering insight within the SETR framework. Responsibilities include weekly and monthly reporting of contractor progress within an earned value management (EVM) context.
Additionally, candidate will provide T&E expertise by assisting in the development and execution of test plans during different phases of the acquisition lifecycle with multiple capability stakeholders. Assist in the coordination, analysis, and management of test efforts to include but not limited to Test and Evaluation Master Plans (TEMPs), Verification Cross Reference Matrix (VCRM), contractor test plans, Functional Requirements Documents, Operational Assessments, Developmental Test, and Operational Test. Collect, complete, organize and interpret technical data and information relating to F/A-18 Type Model Series (TMS) aircraft and/or weapon product acquisition programs.
Candidate will participate as a member of and/or support specified Program Integrated Product Teams (IPTs) and IPT directed technical and business meetings. Must be familiar with the Program Planning Budget Execution (PPBE) process, Procurement Initiation Documentation (PID) process, and development/tracking and execution of Contract Data Requirements List (CDRLs) tasking. Provide program analysis support and apply knowledge of DoD systems acquisitions in technical and/or program areas specified in task orders.
Candidate will provide test and evaluation contracting support to the customer, US Navy and PCO (if applicable). Perform contracting technical, and/or business analysis. Assists in development and analysis of contract Statements of Work and Contract Deliverables Requirements List (CDRLs) as related to test and evaluation requirements.
Education: Bachelor's degree in engineering (systems engineering preferred) with eight (8) years or a Master's engineering degree and six (6) years of experience is required. Defense Acquisition University LVL II or higher in Engineering, T&E and/or Program Management or Contracting is highly desired.
Experience: Six (6)years experience on an acquisition team with either platform or major weapon systems actively undergoing developmental and platform integration is required. The six (6) years shall include day to day use of SETR and EVM processes. Three (3) years T&E experience on an acquisition team with weapon systems actively undergoing developmental and/or operational test is required. Demonstrated experience with Statements of Work, CDRLs, and/or basis of estimates is required. VX tour(s), NAVAIR WSI IPT experience, DoD WSI IPT Experience is highly desired. NAVAIR contracting experience including contract development, negotiation and execution is desired. Actual weapon system integration experience is highly desired. Tactical aircrew experience is a plus. The ideal candidate will have a mixture of relevant weapon system technical experience, DoD acquisition experience, and current tactical aircraft experience.
Knowledge, Skills and Abilities: Demonstrated oral and written communications skills commensurate with technical and facilitator roles are required. Complete familiarity with Microsoft Office (Power Point, Excel, Word, etc). Periodic travel is required.
