SECRET Functional Description:
Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs.
With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR), as well as applicable DoD Acquisition policy guidance.
Supports the determination of the decision to release information regarding program objectives or information.
Education:
Requires MS or MA degree from accredited college or university in Program Management, Technical, or Business analysis discipline.
ALLOWABLE SUBSTITUTION:
BS or BA degree, a PMI certification with an additional two (2) years of recent/relevant experience in weapon systems acquisition and life cycle management (total of 12 years of experience), BS or BA degree with an additional four (4) years of recent/relevant experience (total 14 years of experience), AS or AA degree with an additional ten (10) years of recent/relevant experience (total 20 years of experience), or High School Diploma and an additional four (4) years of recent/relevant experience (total 24 years of experience)
Experience:
Requires a minimum of 10 years of experience that must be fulfilled through experience in weapon systems acquisition, life cycle management, and weapon systems analysis and planning.
Demonstrated experience in the program/project status and schedules.
Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series).
Demonstrated experience processing program acquisition, funding and contract documentation for military programs.
A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS is required.
Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI) and Request for Proposal (RFP) is required.
