We are currently seeking a Program Management Analyst, Senior to support PMA-261 at the Patuxent River, MD Program Office.
Functional Description:
This a high visibility position within the CH-53 Program Office, which is fast-paced and demands a high degree of professionalism, and polish.
The candidate will be a member of the Level I Development Integrated Product Team and shall provide acquisition and management support with an emphasis on CH-53K future development, POM and Acquisition Life Cycle Management in support of Production, In Service and International IPTs as necessary.
Duties may include, but are not limited to:
Lead developer of the CH-53K future path to synchronize the following:
Strategic 53K Development Messaging Tools maintenance Capabilities Roadmap (as required in support with Class Desk) New DIRE tool for prioritization planning and information (Deficiency Information Repository and Execution (DIRE)) coordinated with FCOE, Configuration Management, Class Desk, L2s, APML intended to assist with bringing forward into CRB for by L2s for execution.
Drafting new PMA-261 Business Rules to support construction and use of DIRE tool Collect, complete, organize and interpret technical data and financial information relating to acquisition and product programs CIPT in general support with Class Desk and CM/CRB 8-pager decisions updates In support of future POM builds and alignment with the above strategic messaging Collating and advising Dev IPT funded travel (this may change) General support of Ops team for PMA briefs with the potential for:
Joint PMA-261 and Contractor meetings Assignments to support the Program Manager and Deputy Program Manager as required Collecting, advising, submitting all required Talking Points for upward communications Admin support with staffing planning and other 3-way L1 IPTs coordination activities as required Other Ops Taskers such as Supplier Impact Notifications responses All Hands quad note updates for the Development IPT Chief scheduler for any offsite/Precise work Track program/project status and schedules Participate as a member of and/or support to the Development Integrated Product Team (IPT); and IPT directed business meetings A self-starter who can assist with running budget and financial reports from the NAVAIR Common Spend Plan Tool (CSPT) Experience with Program Management Tool (PMT) and Acquisition Document support (Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and Procurement Initiation Documents (PIDs) to support Development IPT where necessary Maintain and coordinate calendars and meetings on behalf of the Development Level 1's, various other team meeting makers High level of experience with scheduling and coordinating meetings Ability to adapt and prioritize in a dynamic environment Distribute briefs and files for all meetings listed above (Teams chat and attach to meeting maker) as required Experience handling sensitive information Strategic Planning Meeting Minutes/Action Items Whiteboard sessions (strategies, plans) Execute planning session ideas Support the preparation for reports; including but not limited to charts and briefs, Program Management Reviews (PMRs) and multiple additional executive level meetings to include associated presentation data.
Assist in the development of budget exhibits and schedules of critical projects in coordination with cross-functional teams across the PMA and CH-53 enterprise.
Utilize foresight and complex problem-solving skills to rapidly identify concerning areas and aggressively address corrective actions; often either correcting and briefing leadership - or presenting solution options for consideration.
Coordinate and communicate with all IPTs for streamlined execution of tasking and time management alignment of calendar white space.
Excellent written and verbal communications skills.
Experience:
10 years' experience in program management, technical or business analysis and included in the 10 years' experience must be 2 years' professional experience supporting major weapon systems and component development.
Desired Skills and Knowledge:
High level of proficiency in Microsoft Programs to include Outlook, Word, EXCEL, and PowerPoint.
Proficient with Microsoft Teams Required Education and/ or
Experience:
Senior - Master's degree with over 10 years of combined experience performing duties described in the functional description, with at least 3 of those years demonstrating experience supporting the development/staffing of Acquisition Documentation OR Bachelor's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.
OR Associate's Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.
OR Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.
A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
A Senior level person may oversee the efforts of less Must be able to obtain and maintain a Secret security clearance.
